A. F. Dudley b40883ef65 fix: separate switch inventory to prevent accidental targeting 
Move switches.yml to inventory-switches/ so ansible.cfg's
`inventory = inventory/` only loads biscayne. Switch playbooks
must pass `-i inventory-switches/` explicitly.
